The operating order in the site schema is explicit: machine first, locals second, city proof third. The crowd cannot replace the machine, and the landmark cannot dominate the machine.

Operating map
Priority bucket and culture fit resolve to the same distribution in the tracker: 100 strong/A markets, 49 medium/B markets, and 26 weak/C markets.
Priority A
Strong machine-first potential; public meet energy, road-risk aura, or unmistakable urban car scene.
Priority B
Usable for machine-first work, but they need stronger local landmark and casting cues.
Priority C
Place-texture-led. The machine stays in frame, but crowd-car energy is less legible.
System surfaces
The normalized bundle contained the site schema, content system, Pulse UI, brand canon, and country tracker. Those surfaces are implemented here as deployable static routes.
